Unfortunately, you CAN'T change language settings in Pokemon Soul Silver...
You can get either an English version or a Japanese version.
But you can get Japanese Pokemons through GTS!Can you change language settings in Pokemon Soul Silver?
YOU CAN TRADE WITH SOMEONE WHO HAS THE JAPANESE VERSION ask him to give you a weavile and voila ther you have it
I'm not sure thats possible? One think you could do is offer a pokemon in return for a weavile on the gts (trading building in goldenrod), I get alot of japanese pokemon from there so yep.
