How to change language on pc?

i did download time ago russian language, so i can type.But now i dont know where to find it.How to change language on pc?
Well if you go to Control Panel and click on ';Region Options'; you should be to change it there!!!

i dont know how to retrieve the language yopu downloaded but you can try and install it by going onto control panel-keyboard-laguages. (this is on windows xp/98, mac i dont know. another way would be to go to controlpanel-languages and time.
